Guidelines for the Federal Funding Accountability and Transparency Act (FFATA) 


Purpose

The purpose of this guidance is to implement the Federal Funding Accountability and Transparency Act (FFATA) of 2006 and associated amendments.

Applicability

Principal Investigators (PIs), Financial Officers and Research/Departmental Administrators, Grants and Contracts Accounting Analysts, and/or any other administrators managing sponsored projects.

Background

The Federal Funding Accountability and Transparency Act (FFATA) was signed on September 26, 2006. The intent of this act is to empower every American with the ability to hold the government accountable for each spending decision. The goal is to reduce wasteful spending in the government through accountability and transparency. Guidance issued by the OMB on August 27, 2010, states that all first tier subawards greater than or equal to $30,000 on Federal Grants & Contracts issued on or after October 1, 2010, were included in the act. This information is reported on by the Prime Awardee, in our case, the University of North Texas through the FFATA Subaward Reporting System (FSRS). This reporting system is used by the prime awardee (of a grant or contract) to capture and report subaward data regarding their first-tier subawards to meet the FFATA reporting requirements.

The act requires the reported data be made available to the public via www.USASpending.gov.

Applicability

This policy applies to all UNT employees engaged in research, projects, or activities conducted at the University of North Texas; whether the activities are conducted on or off campus.

Reporting

Grants and Contracts Administration (GCA) reports those sub-agreement or sub-amendment as required under the FFATA act for the University of North Texas. Each month, GCA reports on any sub-agreement or sub-amendment that meets the criteria described above and has been fully executed in the prior month.

Information required to be reported in the FSRS system includes information about the prime award as well as information about the sub-agreement or sub-amendment that has been fully executed including: Subrecipient Name, UEI, subrecipient #, amount issued, and date fully executed.  In addition, the primary place of performance and a statement of work, no longer than 4,000 characters must be reported.
